ASA International (Rwanda) Plc has announced a recruitment initiative aimed at filling seven (7) Branch Manager positions across various regions of Rwanda. This recruitment is being conducted through a Request for Proposals (RFP) for professional recruitment services, signaling ASA Rwanda’s commitment to transparency, quality, and excellence in talent acquisition.

The selected Branch Managers will play a critical role in strengthening branch performance, expanding outreach to low-income entrepreneurs, maintaining high portfolio quality, and ensuring operational excellence in line with ASA Rwanda’s mission and regulatory obligations.


About ASA International (Rwanda) Plc

ASA International (Rwanda) Plc, commonly known as ASA Rwanda, is a deposit-taking microfinance institution licensed and regulated by the National Bank of Rwanda (BNR). The institution operates a nationwide network of 37 branches, providing accessible financial services—mainly loans and savings products—to underserved and low-income populations, particularly micro and small-scale entrepreneurs.

Through this recruitment exercise, ASA Rwanda aims to strengthen leadership capacity at branch level, ensuring sustainable growth, risk control, and customer satisfaction.


Purpose of the Recruitment Assignment

ASA International (Rwanda) Plc intends to engage a qualified and experienced recruitment firm to manage the end-to-end recruitment process for seven Branch Managers. The goal is to identify, assess, and recommend highly competent professionals who meet ASA Rwanda’s operational, ethical, and leadership standards.

The successful candidates will be deployed in the following districts:

  • Nyamagabe
  • Nyamasheke
  • Nyaruguru
  • Gisagara
  • Nyagatare
  • Huye
  • Rubavu

Applicants must clearly indicate the specific district they are applying for and must demonstrate readiness and willingness to work in the selected location.


Objective of the Assignment

The primary objective of this recruitment exercise is to attract and select high-performing Branch Managers who can:

  • Drive branch-level business growth
  • Maintain strong portfolio quality and risk management
  • Ensure compliance with internal policies and national regulations
  • Lead and motivate branch teams
  • Deliver excellent customer service

The recruitment firm will be expected to identify candidates who align with ASA Rwanda’s values, performance culture, and social mission.


Position Overview: Branch Manager

The Branch Manager is a senior leadership role responsible for overseeing all aspects of branch operations. The position requires a balanced combination of strategic thinking, operational discipline, people management, and customer focus.

Branch Managers will report directly to the Area Manager and will be accountable for overall branch performance.


Key Responsibilities of the Branch Manager

1. Operational and Business Leadership

  • Plan, coordinate, and manage daily branch operations
  • Drive growth in loan portfolio and savings mobilization
  • Ensure achievement of branch performance targets
  • Maintain operational efficiency and service quality

2. Staff Supervision and Human Resource Management

  • Supervise, coach, and mentor branch staff
  • Conduct performance evaluations and feedback sessions
  • Enforce discipline and ensure compliance with HR policies
  • Promote teamwork, integrity, and professionalism

3. Credit and Risk Management

  • Oversee loan appraisal, approval, and disbursement processes
  • Ensure accuracy of client assessments and documentation
  • Monitor loan repayments and portfolio-at-risk indicators
  • Implement effective risk prevention and control measures

4. Customer Service and Relationship Management

  • Ensure delivery of high-quality customer service
  • Address customer complaints and resolve issues promptly
  • Strengthen client trust and retention
  • Promote ASA Rwanda’s products and services in the community

5. Reporting and Performance Monitoring

  • Prepare weekly, monthly, and periodic branch reports
  • Analyze branch performance data and trends
  • Share insights and recommendations with Area Managers
  • Support audits and internal reviews when required

Minimum Qualifications and Candidate Requirements

Candidates applying for the Branch Manager role must meet the following criteria:

  • Bachelor’s degree in Business Administration, Management, Economics, Finance, Marketing, or a related discipline
  • At least three (3) years of managerial experience in a bank, microfinance institution, SACCO, or similar financial organization
  • Strong leadership, communication, and people management skills
  • Solid understanding of microfinance operations and the regulatory environment in Rwanda
  • Demonstrated ability to achieve sales targets, manage portfolios, and deliver results
  • Excellent organizational, planning, and customer service skills
  • Must be a Rwandan national
  • Maximum age: 40 years
  • Willingness to work in any ASA Rwanda operational area
  • Ability to perform under pressure and meet strict deadlines

Scope of Work for the Recruitment Firm

The recruitment firm selected by ASA Rwanda will be responsible for managing the entire recruitment lifecycle, including but not limited to:

  1. Developing a comprehensive recruitment and sourcing strategy
  2. Drafting and publishing vacancy announcements
  3. Receiving and screening applications
  4. Conducting preliminary interviews, assessments, or tests
  5. Preparing and submitting a shortlist of the most qualified candidates
  6. Supporting final interviews and reference checks, if requested
  7. Maintaining professional communication with candidates throughout the process

Expected Deliverables

The recruitment firm will be required to provide the following outputs:

  • A detailed recruitment plan and sourcing strategy
  • A longlist of candidates (if requested)
  • A shortlist of top candidates, including CVs and screening summaries
  • Support to ASA Rwanda during final selection and appointment

Required Qualifications of the Recruitment Team

The recruitment firm must demonstrate capacity through a qualified team, including:

Lead Consultant

  • Bachelor’s degree in a relevant field
  • Minimum five (5) years of recruitment experience, preferably in financial services or managerial recruitment
  • Proven expertise in competency-based assessments

Recruitment Officer / Talent Sourcer

  • At least three (3) years of experience in candidate sourcing and screening
  • Strong interviewing and evaluation skills

Additional Requirements

  • Ability to assess both technical and behavioral competencies
  • High standards of professionalism and confidentiality
  • Capacity to work under tight timelines and deliver quality results

Proposal Submission Requirements

Interested recruitment firms must submit a complete proposal consisting of two main components:

1. Technical Proposal

The technical proposal should include:

  • Company profile and relevant experience
  • Detailed recruitment methodology and work plan
  • Team composition and designated contact person
  • At least three (3) references from similar assignments
  • Declaration of any potential conflict of interest

2. Financial Proposal

The financial proposal should clearly outline:

  • Fee structure (per position or for the full assignment)
  • Prices quoted in Rwandan Francs (RWF)
  • VAT-inclusive costs
  • Payment terms and conditions
