Position Overview: In-Country Finance Officer – Rwanda
The In-Country Finance Officer will provide financial leadership and operational support to the Rwanda Country Director and country office staff.
The role involves overseeing budgeting, financial reporting, compliance, audit coordination, payroll administration, tax planning, and financial systems alignment with AGRA headquarters in Nairobi.
This position is ideal for professionals seeking NGO finance jobs in Rwanda or international development finance careers.
Key Responsibilities
1️⃣ Financial Reporting & Analysis
- Develop and maintain financial analysis reports for the Rwanda country office
- Prepare periodic financial reports and account reconciliations
- Maintain accurate general and subsidiary ledgers
2️⃣ Budgeting & Forecasting
- Lead country budgeting processes in line with AGRA policies
- Monitor forecasts and donor restrictions
- Ensure proper alignment of financial planning with program objectives
3️⃣ Audit & Compliance
- Support annual financial audits
- Prepare required financial documentation and reports
- Ensure compliance with global and local accounting standards
4️⃣ Accounts Payable & Receivable Management
- Oversee vendor payments
- Manage invoicing processes
- Resolve accounting discrepancies
5️⃣ Asset & Ledger Management
- Maintain updated fixed asset register
- Conduct annual asset verification
- Perform monthly reconciliation of general ledger balances
6️⃣ Payroll & Tax Administration
- Coordinate payroll processes
- Prepare and file tax documents on time
- Ensure compliance with Rwandan tax laws
7️⃣ Process Improvement
- Streamline financial reporting systems
- Enhance operational efficiency in finance management
- Strengthen accountability mechanisms
Required Qualifications
Essential Requirements
- Bachelor’s Degree in Accounting or Finance (or equivalent experience)
Desirable Qualifications
- MBA in Finance or related field
- Membership in a recognized accounting professional body
Technical Competencies
✔ Strong financial analysis and data interpretation skills
✔ Knowledge of auditing standards and compliance frameworks
✔ Understanding of global and government accounting standards
