REMA is currently recruiting for the following three positions:

  1. Logistics Officer
  2. Air Quality and Climate Change Management Specialist
  3. Climate Change Reporting Sector Specialist

1. Logistics Officer – Rwanda Environment Management Authority (REMA)

Position Summary

The Logistics Officer will play a critical role in ensuring the efficient planning, coordination, and management of logistics, assets, and resources within REMA. This position supports smooth institutional operations by ensuring that materials, equipment, vehicles, fuel, and stores are properly managed in line with government regulations and best practices.

The successful candidate will be responsible for logistics planning, inventory management, asset tracking, and reporting, contributing to operational efficiency and accountability.


Key Duties and Responsibilities

The Logistics Officer will be expected to:

  • Design and apply appropriate tools, systems, and methodologies to ensure efficient execution of logistics plans
  • Manage daily logistics operations to support uninterrupted institutional activities
  • Ensure accurate codification, registration, and record-keeping of all materials and equipment
  • Prepare and submit periodic inventories of both fixed and non-fixed assets on a monthly, quarterly, and annual basis
  • Coordinate timely delivery of ordered equipment and materials to REMA
  • Organize and oversee the proper distribution of procured assets
  • Ensure regular maintenance of non-fixed assets
  • Identify assets requiring replacement in accordance with legal amortization requirements and equipment condition
  • Provide written technical recommendations regarding the disposal or decommissioning of obsolete or damaged equipment
  • Participate in drafting contracts related to maintenance, servicing, and procurement of equipment
  • Ensure proper management of institutional stores and warehouses
  • Oversee fleet management, including vehicles and fuel usage
  • Prepare periodic reports related to assets and property under SPIU REMA

Academic Qualifications and Experience

Candidates must possess one of the following qualifications, each with a minimum of five (5) years of relevant professional experience:

  • Bachelor’s Degree in Store Management
  • Bachelor’s Degree in Accounting
  • Bachelor’s Degree in Supply Chain Management
  • Bachelor’s Degree in Logistics Management
  • Bachelor’s Degree in Asset Management


Required Competencies and Skills

2. Air Quality and Climate Change Management Specialist – REMA

Position Overview

The Air Quality and Climate Change Management Specialist will be responsible for coordinating and overseeing climate- and air-quality-related projects implemented by REMA. This role is central to strengthening Rwanda’s response to climate change, air pollution control, and environmental sustainability.

The Specialist will work closely with internal teams, government institutions, donors, consultants, and other stakeholders to ensure successful project delivery and compliance with national and international requirements.


Key Roles and Responsibilities

The successful candidate will:

  • Coordinate and manage daily project activities to ensure timely implementation of all work components
  • Lead project planning, execution, monitoring, and evaluation in line with approved work plans and budgets
  • Supervise project staff, consultants, and service providers
  • Facilitate coordination among REMA divisions, SPIU, government agencies, and development partners
  • Identify, monitor, and mitigate project risks
  • Ensure adherence to procurement, financial management, and reporting procedures
  • Oversee the preparation of technical and financial reports (quarterly, mid-term, and final reports)
  • Engage stakeholders and facilitate their effective participation in project activities
  • Organize and actively participate in project review and validation meetings
  • Prepare meeting minutes and ensure implementation of agreed recommendations
  • Liaise with donors, including IMEES, and support audits, evaluations, and external reviews
  • Ensure proper documentation, visibility, and knowledge management of project outcomes
  • Perform any additional duties assigned by REMA management

Academic Qualifications and Experience

Applicants must hold a Master’s Degree in one of the following disciplines, with at least three (3) years of relevant experience:

  • Environmental Sciences
  • Chemistry
  • Meteorology
  • Atmospheric Science
  • Climate Sciences
  • Physics
  • Climate Change

Required Competencies and Technical Skills

Candidates should demonstrate:

  • Excellent written and verbal communication skills in English and Kinyarwanda
  • Strong negotiation and report-writing abilities
  • At least three years of experience in air quality management, climate change, meteorology, or industrial processes
  • Proven ability to coordinate multi-stakeholder projects
  • Strong organizational and leadership skills

3. Climate Change Reporting Sector Specialist – REMA

Position Summary

The Climate Change Reporting Sector Specialist will support Rwanda’s national and international climate reporting obligations, particularly under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

This role is highly technical and involves preparation of national climate reports, coordination with stakeholders, and capacity building in climate data reporting and monitoring systems.


Key Responsibilities

The specialist will be responsible for:

  • Contributing to the development of key chapters of Biennial Transparency Reports (BTRs) and National Communications (NCs)
  • Reporting project progress and milestones to the Climate Change Program Manager, steering committees, MINECOFIN, and donors
  • Supporting REMA in meeting all donor-related technical reporting obligations accurately and on time
  • Coordinating procurement of goods and services required for project implementation, including drafting terms of reference
  • Managing and supervising project staff, consultants, and contractors
  • Engaging with key stakeholders to ensure achievement of project objectives
  • Collaborating with academic and research institutions for capacity-building initiatives
  • Organizing technical workshops to review and validate studies and project documents
  • Leading awareness-raising and capacity-building activities for the public
  • Coordinating activities related to development and revision of project documents
  • Performing additional duties as assigned by supervisors

Academic Qualifications and Experience

Applicants must meet one of the following qualification and experience combinations:

  • Bachelor’s Degree (5 years experience) or Master’s Degree (3 years experience) in:
    • Environmental Sciences
    • Environmental Engineering
    • Chemistry
    • Physics
    • Environmental Economics
    • Geography
    • Climate Change
    • Geo-information and Sustainable Environment

Required Competencies and Technical Expertise

Candidates should possess:

  • Fluency in Kinyarwanda, English, and/or French
  • At least three years of experience in climate change reporting or research under the UNFCCC framework
  • Strong understanding of international environmental conventions ratified by Rwanda
  • Proven experience in international climate reporting, including the Paris Agreement and Article 13 requirements
  • Skills in greenhouse gas (GHG) inventory preparation, NDC tracking, and MRV systems
  • Proficiency in Microsoft Office, IPCC Software, and ETF reporting systems (an added advantage)
  • Ability to work independently and collaboratively
  • Strong stakeholder engagement skills
  • Capacity to work under pressure and meet strict deadlines
